Task
The Minister of Environment in New Zealand has asked you to provide a background paper considering the inclusion of agriculture into the Emission Trading Scheme (ETS) as part of the efforts to reduce Greenhouse Gas (GHG) emissions in New Zealand.
The paper should include
o A brief description of the New Zealand ETS.
o A brief presentation of the main economic arguments for and against including agriculture in the ETS.
o Your conclusion as to whether or not agriculture should be included within the ETS.
You will be expected to support your paper with available statistics and scholarly theory on the economics of externalities. Some useful resources will be placed on the Learn site to help inform your analysis but these are not exhaustive.
